Lonely Planet review for N Seoul Tower
As iconic as kimchi, N Seoul Tower offers panoramic but hazy views of the immense metropolis created almost from scratch after the Korean War. Daytime views are great, but if you come at sunset you can watch the great city morph into a galaxy of twinkling stars. Perched atop Namsan, you can eat in the budget Food Court (meals W7000; 10am-10pm) at ground level or in the more elegant Italian bistro, Sweetree (meals W5000-25,000; 10am-10pm), one floor up. The Beer Garden (5-11pm Mon-Fri, noon-11pm Sat & Sun) is another option. High up the tower is Hancook for Korean food and N Grill for expensive Western-style nouveau cuisine served in a revolving restaurant. Other than walking up Namsan to N Seoul Tower or taking the cable car, yet another option is to take yellow bus 2 outside Exit 4 of Chungmuro subway station (Line 3 or 4).

Breath-taking views
ciderboy recommends this,
Hands down the best view of a major city I have ever had, this beats the Rockefeller Centre (Top of the Rock) - New York and Willis (Sears) Tower - Chicago views without question. With it's hoisted seating on Mount Namsan and more intimate viewing area (including a second floor with cafe), the experience and views are phenomenal. On a sunny summers day, the view is uninterrupted for miles, with a full three-hundred and sixty degree view taking in the vast metropolis of Seoul, the impressive Han river and topography of the mountains that inject into the spalling city expanse. The tower is specifically designed for viewing the surrounding city (unlike the other towers mentioned), and almost provides a full uninterrupted three-hundred and sixty degree view from a single spot. Being able to take in these views whilst relaxing in the towers cafe is something else (although at busy times the queue for the lift down can be long, noisy and thus destroy the relaxing atmosphere you'd like). The surrounding park of Namsan also adds to the atmosphere and experience with different view points from the mountain top, instead of being thrown out on to busy streets when leaving other (mentioned) towers, I'd recommend taking the cable cars up at the very least as it is a steep tiring walk.
The only negative I thing I would say about the tower is the inability to take in the views not from behind glass (a big positive of the Rockefeller in NYC).and capture some high altitude air, however the view from the towers base/deck is still impressive being built on a mountain. A must for anyone visiting Seoul.
