Formerly producing hushed dread in Tallinn's Soviet-era citizens, the KGB headquarters at Pagari 1 is now a historical site, and the Museum of Occupations has reopened the underground cells where countless Estonian intellectuals, politicians, dissidents and just plain unlucky people were held, interrogated and even tortured. A combined ticket for both museums is available from either (adult/reduced €14/9).
