The hillsides surrounding Ormoc Bay make a scenic backdrop for those arriving by boat from Cebu. Strolling the breezy waterfront promenade, which has some decent restaurants and bars, is a pleasure but otherwise this a typically busy port city. Some of the bloodiest WWII battles in the Philippines took place in Ormoc Bay in 1944. The bay is literally littered with shipwrecks, but you'll need your own gear and some serious technical diving experience to explore them.
