Bird has not been without its controversy. The company began operating in 2017 without a business license and had to pay a penalty of more than $300,000 to Santa Monica. Then there's etiquette and safety: riders are supposed to wear helmets (Bird will send you one for free) and ride in bike lanes or streets (as opposed to sidewalks), but in reality we don't see much of either behavior.
