Yangon Circular Line schedule question + Lucky Flower Tea center

All of the schedules for the circular line that I have found online show the trains spaced around 30 minutes apart with one exception - the first two. The time for the first one is given as 6:10 am. and the next is listed as 8:20 am. Is that indeed correct?

I found a site that listed highly recommended the Shan noodles at "Lucky Flower Tea center." The site said that this place was connected to the central railway station. Does anyone have more specifics on how to find it?

I'm leaving for Yangon in a few days, so my endless questions will end soon!
