I will be on a short solo vacation in Costa Rica next month and hoping to meet others.

You don't mention where you are going? Staying at Hostels will allow you the most interaction with like minded travelers.

Good nightlife areas are Pt Viejo on caribe side, and Tamarindo on the Pacific side. Downtown San Jose has its charms though most avoid it, not safe, always use a taxi, and its heavy congestion/traffic.
