For good eats, head over to Taipei 101 or Sogo BR4 for lunches and dinners. All the restaurants there are good. One thing about Taipie, it is very difficult to have a bad meal. You have to be VERY unlucky to walk into a bad restaurant. Easiest way to get to those two places is to hail a taxi. Most taxi drivers would understand if you just say in English the name of the two places. For good drinks, go to Brown Sugar or Barcode near the Mitsukoshi department stores. For sights, first thing to see in Taiwan is the National Palace Museum. It should take you most of the day. But if museum is not your thing, and you want to try something entirely authentic, go to a hot spring resort. I have a short blog post on this Hot Spring Spa Resorts, a Stone’s Throw from Taipei.
