Problems with visa Rwanda

We are 8 persons.
We go to Uganda on December, 3rd, and from Uganda we go to Rwanda on December, 10th.
The travel across Rwanda we are make by travel company which has given us the invitation.
We have filled this form on visa reception http:// www.migration.gov.rw/singleform.php
Also have put the invitation.
It was one month ago.
Then once again.
As a result of the visa have given only to three people from eight!
To two more have asked different questions - whether "Correct it is the mailing address?" Or "In what hotel you stop?"
We wrote and called on the phone numbers specified on a site and mails, and also in embassy of Rwanda in Uganda, but the answer haven't received.
Embassies of Rwanda in our country aren't present.
What to us to do?
Whether will give visas on border to those to five people whom the answer from Rwanda hasn't come?!

If you fly to Kigali you can get a visa without directly. When crossing over land you need to fill the form you are linking to. I filled the form they day before entering Rwanda and got the reply the day after. Show the paper and the border, pay the money, and you will get a small stamp in your passport.
Alternatively you can visit the Rwandan embassy in Kampala. Doing it this way takes about two days and you are required two photos. In Return you will get a really nice visa in your passport. Complete with African paintings and a picture of yourself.

The third way to get a visa is by bribing the border official. I DO NOT RECOMMEND this, but some Italian overlanders I met had no problem with it.

To sum it all up. If you have time to visit the Rwandan embassy in Kampala don't worry about visas before leaving your home country.
