National Holiday - 23 November 2016

I am arriving mid-day at Rangoon airport on November 22nd from BKK and I am wandering what the National Holiday celebrations are like. I am days away from making some hotel reservation. I have basically 3 options: 1) staying a couple of days in RGN on arrival; 2) heading right away for Bagan by plane (if I can catch one while at the airport) or by nightbus; 3) heading to Hpa An by nightbus.

What the atmosphere on National holiday Day in the 3 locations I am considering? Maybe the mood will be more festive since the last election?

Is there a lot more travelling by nightbuses around that holiday or are they mostly used by foreign travelers? (I can't purchased a plane ticket out on the 22nd in advance because of the risk of late arrival).

National Day? It is just a single day(24 November,Thursday,midday of a week), holiday. So just like a normal holiday on weekend, also not the long holiday, so just as regular for everything.
