Why don't you try the rzd.ru? I am going to book seats from there but still wondering how to choose the seat. It is the cheapest so far. Russian Rail is reliable enough but they charge a bit more. CMIIW.

Yes you have to wait until at least 45 days before departure.

My bad, I made mistake, it has to be 60 not 45 days on rzd.ru. I don't know exactly for other sites.
