Mongolia China Border - Bulgan - is it open to foreigners?

Does anyone know if the border crossing with China and Mongolia at Bulgan is open for use by foreigners? There are accounts of it being used in previous years on this forum, but I can't find anything else listed and all other information seems to be telling me its shut.

If it is open does anyone know if it is open year round or if it is seasonal?

I'm in Mongolia heading towards that border. I've met people coming the other way from China that have crossed within the last few weeks no problem. I'll let you know if I have any trouble crossing into China
