Hi

I'm planning to enter Syria from the border near Kassab. Is the sea there worth spending one day? Also, are there either ATM or money-changing facilities near there?

You can get Syrian money easily available from currency dealers , in Antakya Large city before you head to Kasab(summer resort) very small border post .
You could go to Ras Albaseet 20-30 km to the sea side chalet if you like the beach!!.Latakia is 40 km south plenty of ATM.

Correct, ATMs in Lattakia. Not far from there more inland you should visit Saladdin's castle. So pretty in peaceful surroundings. You can stay the night in Salladin Castle Hotel nearby (is in front of it on another mountain/hill top).

The sea near Kasab is absolutely worth spending one day there.Usually I go with my friends few times during summer to a nearby village called As Samra
where we rent a house and do hiking to the beach and around .
And yes,you can change money easily,I remember seeing an ATM too.
