I came to tibet via Nepal. For anyone interested: I was able to change my group visa to a regular Chinese visa in Xining. It also appeared to be possible in Golmud. I believe it is a regualr Chinese visa. Visa type is L and it is pasted to the group visa paper. Perhaps it is an extension of my group visa.

i received a 30 day visa it cost about 160 yuan canada passport i received the visa the same day
also i was asked "how long would you like". before i could answer he said "i will give you 30 days". perhaps longer is possible.
at the psb in golmud it was implied that there would be no problem receiving a visa as this was the first time. perhaps multiple requests result in denial.
at the psb in golmus i was told a visa take 15 minutes to process.
the psb in golmud experienced some technical issues so i had to travel to xining.
