The difference can't be so much.All registered money changers have to charge as per regulatory bank ( central bank) of India's nominated exchange rates and these rates are fixed at the beginning of every day.Can you please tell us where in Goa airport did you end up getting the exchange rate? Generally the difference is about 3 to 4% between official and underground rates but not 12%..Something seems to be wrong!!
