Gap Year and the Affordable Care Act (ACA)

Does anyone have a good recommendation for a guide on how the Affordable Care Act individual mandate applies to traveling abroad for an extended period of time? Do you need to get US domestic health insurance and global travel health insurance? Are there travel health insurance plans that qualify for the individual mandate?
