EBC without permits

Hi, we are a spanish guy and an australian girl that want to go to ebc without permit. Now we are in gyantse and tomorrow will go to sighatse but we are afraid of going to ttb to aply for permit because we heard they can send you back to lhasa, my question is: is it possible to go to ebc from tingri or ra chu by horse, without treking because we dont have days?? and also, once there, are thre many police or only there are in the check points?? if there are, will they ask for our permits/?? how much isa the fine?? is possible to go out from ebc by bus or car without permits/?? were are the chewckpoints/?? you think is possible to do it?? is possible to leave our staff in tingri..?? i am not afraid but i prefer to have your opinion before i go there and see by myself.
