Dubai- Choosing visa category

Hello everyone..

I am an Indian and I have a brother in Dubai..so in this October we have decided to go to Dubai for about 14 days.
I have a family of 4 people and I have taken ticket from Air India (E-Ticket).
I haven't been to Dubai before.

1. Now I would like to know under which category should I apply for visa to Dubai. Which would be the cheapest option?

2. Should I consult an agent for getting visa or it won't be necessary?

3. As I have my brother living in Dubai..so the purpose of visit would be Tourist or Family Visit ?

Please help me if you have any advice or suggestion on this matter asap.
