Cell phone for Chile and Argentina

It seems from other post that the best way to have cell phone that works well in Chile and Argentina is to bring down an unlocked phone and buy sim cards from local providers. I can't get my phone unlocked unless I pay an outrageous fee so would a cheap prepaid phone from US work (like a go phone)? Or, buy a prepaid phone while down there? I will be there a month and don't need to make calls but would like to email/text and search web.

The USA and Argentina operate on the same frequences so an unlocked basic phone will work here.

Chile also uses the 850/1900 bands.
