Almaty to Issyk Kul Lake

Does anybody know if you can travel by road directly over the mountains from Almaty into Kyrgyzstan and whether there is a border post?

So it means, that officially currently there is no legal way to do the famnous Almaty-to-Issykkul-trek?

I was also thinking about doing this trek, and already heard that getting permits is currentyl difficult or impossible.
I hope that maybe till summer things might change. I heard that in the past it used to be no big problem to just walk over the mountains...

Intended route would be via pereval Ozernij - pereval Aksu Severnyj. Or via pereval Almaty - pereval Aksu Severnyj.
