3 or 4 Star charming hotel in Tokyo

Hi, I will be about 3 nights in Tokyo in October. Want to see the most prominent sites in Tokyo, eg. fishmarket, lights, a bit of electronics shopping, etc where shall I stay and any recommendations on hotels in the USD100 per night range? Also any suggestions for s decent ryokan?

I recently stayed at a decent hotel in Ginza. I don't know if I'd call it charming. However, for the area, I thought it was a great deal. The area was very nice and the hotel was a good price if you stay Sunday and/or Monday. Prices go up the rest of the week. The staff all spoke English and there was a free breakfast. They don't have a restaurant so it was easy to eat things such as bananas, hard boiled eggs, breads, Japanese rice balls, coffee, etc. There is a Starbucks right around the corner if you need more. The hotel was an easy walk to the station and I believe one stop away from the fish market. They have an English website:

I always stay at the ryokan Kangetsu in Chidori-cho...about US $99 per night for a 2-futon room (tiny, but this is Japan) and an easy train connection to Ueno in Tokyo. It's got a mini-onsen (actually I think it's just hot water, not mineral water) on the top floor, internet access, wireless and all those amenities, traditional-style rooms and is set into a hillside so surrounded with quiet and greenery.
