Hi!
I have a few questions about trekking in Tibet in July. The plan is to hang out in Lhasa for a few days (2-3) and then head on west. Maybe do the Shalu to Nartang trek mentioned in LP Tinet guide. If that works out alright the plan is to try to get to Mt. Everest and hike to base camp. As I mentioned this would be in July. My worries are as follows; Is it to rainy in July? Is 2-3 days in Lhasa to little to get used to the altitude before the trek? Is it hard to find a ride to Everest?

You're probably not feeling well on your first day in Lhasa, but after that you should be fine. It hardly ever rains in Tibet. For that reason I wouldn't consider walking. You see half a day ahead whats coming. Better to go to Kathmandu by Landcruiser. Find a few people in Lhasa. It costs 4800 Yuan for the vehicle and the driver, takes 6 days. Another option is doing it by mountainbike in 14 days. You can organize the trip in Kathmandu.
