I've just downloaded the latest version of Mozilla Firefox, yet this to55ing operating system is unable to open the program...
'Error... The program must close to allow a previous installation attempt to complete... please restart'
So.. you restart and it still comes up with the same message when one tries to open Firefox.... what a crock of shit.

Trust me, it does work under Vista - it installed here no problems.
Check add/remove to see whether there's an entry for Firefox, if so, remove it, then reboot.
Then right click on the installer, and select RunAsAdministrator.
If you're still having problems, delete the installer, and download it again. Then try the process above.
If you still have problems after that... I suspect we may need to go registry hunting, let me know and I'll find what you need to remove.
