I have done a search and found what seems to be the simplest way to do this. Find an Internet cafe that has XP, download pic to My Pictures and use system edit function. Tried this on my home computer and this is what happens. Right click the pic in my pictures, then click edit, it opens up at an enormous size in paint. The only re-sizing I (seem )to be able to do is to cut out a portion of the picture.

Download and install Irfanview. It is an easy to use photo editing program and very useful for simple things like rotating, cropping and resizing photos.

amen on the Irfanview. only thing I use. Resize image is a snap.

The easiest way has to be Power Toys for XP.
Download Image Resizer and install, then when you right click on an image it gives a few size options

If you're keen on Paint (which should be standard on pretty much any windows computer) then you can resize it using Image - Stretch/skew. This will give you the option to change the size of your picture. It doesn't have an option to maintain the aspect ratio, so make sure you use the same percentage for both horizontal and vertical resizing. Once you have worked out the percentage you want, it's pretty simple to apply that to all your pictures. You shouldn't need to download your picture to My Pictures - just open it up from its current location.
