Best VOIP app for calling European landlines from a Android tablet

I will be bringing only an android tablet (yet to buy one, but will prob go for an unlocked/rooted Nexus 7) on upcoming trip to Eastern Europe, Balkans, Greece and Turkey.

I won't be making many calls but will want the ability to call local landlines (hotels, etc.). Is there a good app for that? Don't mind if I have to pay (for the app and the calls).

I use Skype. Calls are 1p a minute to landlines and is, in my experience reliable whether from within the EU or another continent to EU.
