I am travelling from Hanoi to Ho Chi Minh City over 10 days. I plan to take a bus throughout the journey, is this the best way? How much should i budget for a semi luxurie travel seeing all the must see places.

Consider taking the train for at least some of the legs of your trip. You can get overnight sleeper trains which will save time in your itinerary, and you will also save on the cost of a hotel room.

The trains in Vietnam are fine - what horror stories have you heard, and who from? If you're aiming for "semi-luxury" you should go for soft sleeper class, which is the highest class and perfectly comfortable. Travelling by train is also a good way to meet locals.
