I think there are some US consortiums like what trigirl mentions where a group of universities in the same area get together and offer shared courses but I can't imagine being able to attend a number of different universities and putting together a "package" to get a degree. Most universities require that you take a certain number of credits within their program offerings.

Seems to me that you can take all the independent courses that you want so look for a university whose degree requirements are the least limiting while offering the end result that you desire.
