I've had pages added to my passport once 2.5 years ago and it's starting to get full but I still have 3 years left before it expires. Is it possible to get more pages added AGAIN or can I only do it once? And if I can, is it something I can do at a consulate in LA or in Frankfurt or Zurich or...?

If this is a US passport, yes a second and even a third addition are permitted. I have heard of some with as many as 5 or 6 additions making for a very thick and lopsided passport.
For US passport holders, do no get this done in the US as you will have to wait and pay whereas it is free and usually a quick turnaround (instant to a day or two) at an overseas embassy or consulate. Check the American Citizen Services section for each embassy's or consulate's hours for this.
It would help to know your country of citizenship, but if it is a US passport, then yes, you can add more pages again. However, there are never any fees for adding pages at a consulate or in the US, unless you want expedited service. Please see http://travel.state.gov/passport for more details.
The US recently changed their regulations; you are now only allowed to get pages added twice. As #1 said, if you do it in the States it will likely take several weeks, whereas most consulates and embassies abroad will be happy to do it immediately while you wait. I had it done in Buenos Aires a few weeks ago, and it took around half an hour.
I live in Freiburg. Frankfurt is expensive and far (2 hours/57euros), Zurich is a bit more convenient and Strasbourg even easier. A little research showed me that Strasbourg has American Citizen Services (except passport and visas); does that mean that passport pages being added as well or is that different than "passports and visas"? I haven't been able to determine if Zurich does passport additions. Does anyone know? Or do I HAVE to go to Frankfurt for a day? Cheers...
