I believe "anal" in this sense is common throughout the entire English-speaking world; certainly almost any American would understand what it implies.

It literally means "of, relating to, characterized by, or being personality traits (as parsimony, meticulousness, and ill humor) considered typical of fixation at the anal stage of development, e.g. an anal disposition, anal neatness." (Merriam-Webster's) The usage is borrowed from the psychological theories of Sigmund Freud, though many people who use the word wouldn't be aware of that and simply use it as shorthand for "obsessively careful or concerned about something."

As Zashibis said.

It is commonly used when someone is particularly careful or meticulous about something. Examples may be someone who is very particular about cleaning or tidying, or someone who is a bit of a 'control freak' - ie someone who wants it done their way and only their way.Your example is possibly a bit unclear without context but various scenarios would fit this usage.

Due to the actual word I wouldn't say it was a particularly good phrase in a business or formal context.

In this case anal is short for the Freudian term "anally retentive", meaning loosely someone who is a control freak.

it is also possible (if you accept Freudian theory) to be anally expletive, meaning being very relaxed and very messy.

YC is definitely on the anally expressive side.

thank you all, is it impolite? or something?
i don't think it is a very common expression in spanish, i would say obsessive,
anal i guess would be sort of technical language among some people, so how common is the use in english
thanks again

Again, extremely common, and many people (particularly teenagers) who use the word wouldn't have the faintest idea that it's derived from Freud's theories, so, in that sense, it's not "technical" at all. It's not impolite, but, as #2 has already noted, it wouldn't be used in a formal or business context.
