Does anyone know what "jaadu" means? ("Describing the Railways turn around and profit of Rs. 20,000 crore as "jaadu", he (the Railway Minister) said a lot more was about to happen.)

Apparently it's magic. But I can't tell from you quotation whether the minister means that the turnaround and profit are what George H.W. Bush called "voodoo economics" or whether he means that the railways have experienced a miraculous, magical, recovery.
From "In the House of Saddhu", from Kipling's Plain Tales from the Hills:
"I said that, if there was any jadoo afoot, I had not the least objection to giving it my countenance and sanction, and to seeing that it was clean jadooâwhite magic, as distinguished from the unclean jadoo which kills folk."
