Those commas in the original German sentence are as wrong as can be. They do not belong there. Unfortunately using commas around an adverbiale Bestimmung is a widespread mistake among Germans.

Just to sum up the barrier thing:

Rudow is in the south of Berlin and the easternmost neighbourhood of the former American sector of West Berlin, Mittenwalde is a town located south of it in former GDR territory.

The barrier mentioned in the caption is the Berlin Wall (or frontier barriers preceding it) which blocked the street leading out from Rudow (= West Berlin/Germany) towards Mittenwalde (= GDR), turning a former thoroughfare into a dead end.
