Both terms will be universally understood by people who work in or follow the New York financial industry.

Viaggerro, I should make clear that my orginal reference was a novel and film called Bonfire of the Vanities which were not exactly obscure at the time.

Myanmarbound,

I am aware of the movie and that it was based on a book, but I am not aware of either term you asked about. That being said #22 says that they are understood by people in one city in one industry. Therefore, perhaps the author used those terms after doing research there, which still doesn't make them universally understood by American English speakers.

I heard "master of the universe" in the wild the other day. Someone was talking about a mansion in a fancy part of Los Angeles "owned by some master of the universe."
