I do recommend riding motosai with red hi-top converse. Very local thing to do.

If you're already in Vang Vieng and can competently ride a small (rental) motorbike (I'll leave out the insurance/license issues) Ang Nam Ngum is about 100 km away, so ride-able in a couple hours. You don't say why you're going or how long to stay, but start out early it could be a nice day-trip. Just follow the 13 (main road) and turn left at Phonhong to Thalat. Cross the bridge and follow the river to the dam or keep going to the lake edge which has some restaurants and boat tours. You'd have to return to Vang Vieng with the rental bike.

Agreed. Probably not possible. Car rental in Laos is extremely rare. Almost no one ever does it, so there are very few rental cars. You can certainly arrange transit from VV to Ang Nam Ngum.

I have checked a few websites and it does not seem possible. For a one way drop off you would probably need a national company and there does not seem to be any in Vang Vieng. Best to ask around as you are already there.

I personally had done it before, 15+ years ago, you only option is cargo or charter boat. Timing is everything for the cargo from Luang Prabang to Vientiane.
