I will cycle the Philippines this Feb.
1 I live in China. When touring I always take my bike into the hotel reception & then into my room. I never let it out of my sight. Can you do the same thing in the Philippines?

2 Also don’t like carrying my heavy D lock, but a light cable & lock. Only time I use it if I have to leave my bike for a few mins, but I also try to organize somebody to keep an eye on it. Is this wise?

3 If I need to take a bus, do buses take bikes & is there a charge?

I cycled 2 times in the Philippines, 4 months and 2 months; I found it safe.Sometimes I put my bike in the room, mostly in bungalows on beaches, but also often I let it in hotel lobby or some storing room.Once in Laoag north of Luzon, I stored the bike in a small room near the desk.For some reason, the night waiter put it on the boardwalk outside!it was still there the next morning!and the guy was sleeping inside.
What you do when shopping is wise.That's what I am doing too.
As for buses, I never took one with the bike, but I think there is no problem, I know people having done it. There might be a small fee, but buses are cheap there.
As everywhere it's always safer off the beaten tracks.

I cycled from Manila to Gen San in 2005 and had no problems, I just took normal precautions with making sure somebody would watch my bike when I was out of sight, etc, esp in cities.

You should be fine with a small lock I think. My theory is that when the bike is fully loaded with panniers it would take a pretty bold thief to take it - so conspicuous. I have been on road for 2.5 years now, and probably use my lock (a puny wirey combination lock) about once a month.
