Maybe but probably not. There's nothing illegal about travelling that road, even when its officially closed by snow. Its gated off for cars, but its perfectly OK to go around the gate and proceed to the North Rim. However, its not particularly likey to be snow free by April. Thus far things haven't been extremely snowy in AZ, but they have been very cold so most of the snow is still on the ground. There's still three months or so to go in the snow season, and I wouldn't count on the north rim not getting significant new snow in that time. Two years ago they opened the rim a bit late because there was still 5-10 FEET of snow on the road in mid-May. Last year there was only one snowstorm of significance the whole season. With that much year-to-year variance, I wouldn't make too many plans contingent on snow amounts.
