I agree with LP members you should have reported to the Police. The police take cases theft of money very seriously. You should have used the Dubai E-Complaint system which you could have logs your complaint.

You should have also log a complaint with Hi Hostel via Email.

I've stayed at the Dubai YHA as well and I had some stuff missing too. But not from the safe, from the room instead. It was not that much, only a baseball cap and a book but still, the cap was pretty valuable to me. We were also asked to hand over our passports upon checkin. Don't know why they needed the passports instead of a copy. Instead we give them a useless card with a photo.
