I will have a 10 hour layover at Dubai International Airport (DXB) in December enroute from Sana'a, Yemen to USA. I will be arriving into DXB around 1:45 p.m. and I will be flying out around midnight. Presuming that the "30 day no-entry policy" is a myth (still waiting for the final verdict on that one) and I am allowed to leave the airport, I would like to go to the Burj Al Arab hotel for their famous afternoon tea. A few questions:

What time is the afternoon tea? As I understand it, the location of the afternoon tea provides for some breathtaking views of Dubai. Is that correct?

Can I just show up at the hotel or do I need reservations? If I need reservations, is it possible to make it at the airport since I will be going to tea straight from DXB?

Is there luggage storage at DXB? I do not want to lug my luggage to the Burj al Arab. I will only have a relatively small carry on piece if that makes a difference. What is the cost of luggage storage at DXB airport?
