Greetings,
a few questions about a quick look/see in Dubai..
1)will I have to pay for transit/tourist visa to leave the airport
2)how late is the metro/subway open till and how much from the
airport to central Dubai?
3)any recommendations for things to see near the metro line reguarding
the building or interesting landscaping of Dubai??

it's a good idea to check our dubai on a stop over. it's an amazing city, although very much artificial...
regarding your questions
1. depends which nationality you are. but most of west-european nationalities as well as us as far as i know get visa on arrival. doesn't cost anything. check with the emirati embassy online.
2. one metro line is already operating, so you can catch it from the airport and go all the way down to jebel ali (near the abu dhabi boundary). prices are quite cheap, don't worry. and there is nothing like a 'central dubai'. this city consist of serveral center or districts.
3. if you are short in time i would recommend you have a look to the dubai mall, and the burj dubai next to it. with its 800m height it's very amazing. unfortunately you can only look from outside. what is also nice are the old souks in deira near the creek, a little bit of traditional dubai (be careful, not open on fridays). and if you have little more time i would hardly suggest a desert safari. the desert is really nice especially at this time of the year. any hotel can book this, or you also find a lot of tour providers online.
by the way, taxi fares are really cheap here, so it's also ok to take a cab, so you are not stucked to the metro line corridor...

I think the previous answer cleared most of your queries. A few points to add on that for you to visit
- Dubai Mall - Will be a good choice to explore
- Desert Safari - Better to avoid as you got 16 hours but if you can extend it will be very nice
- Dubai Creek- instead of Desert safari you can opt for a boat trip through Dubai Creek. It will be a fantastic trip

I would like to warn you about the Desert Safari ...especially if u are only there for 16 hours.....HALF the people in the 4WD cars puke! The car goes up & down for like an hour over the sand dunes and many people get sick....

Maybe you want to head into the city of Dubai (Deira/Bur Dubai areas concentrated on both sides of the river called Dubai Creek)
That area is like an Indian metropolis and its very busy with gold shops, Indian cafes, Lebanese cafes etc, wholesale
And then there are new developments outside the city but still in Dubai......I heard they built a new metro there....i was in dubai in 2007 and it was a lot of traffic at day time......so there are malls and skyskrapers near Sheikh Zayed Road
