I know a lot of people prefer to do day trips from Beirut but I think spending a night or two in Tripoli is well worth while, that way you can explore the North properly (Ehden, Qadisha Valley, Ceders and check out http://www.lebanon.com/tourism/ for more ideas.
As for transport we drive so can't help you with that.

I think it's nice to spend a night in tripoli and baalbek. Baalbek is quite far from Beirut to do on a day trip and it's nice to stay in a hotel close to the ruins. We took a shared taxi from tripoli to baalbek, it was shared for some part and private for the other part. I don't remember the exact cost, $35 or $50 for two I think. We stopped on the way to visit the famous Lebanese trees. It's a beautiful road between Tripoli and Baalbek.

How do you get to Baalbeck from Tripoli? Is that the same as going from Bcharre to Baalbeck?
As #2 mentioned stopping and seeing the Cedar trees I am going to assume that this was in Bcharre and then you take the road over the peak of the mountains to Baalbeck, in which case you can't do it in March as the road will still be closed.......

It really depends how you travel. If you just want to see one particular place and then go, doing day trips from Beirut makes sense. It would also make sense if you want to enjoy Beirut's nighlife.
If not, then staying at Tripoli for a night or two is well worth it. I wouldn't stay at Baalbek though.
