I'd do Galilee over them. As observed elsewhere, it's not the most dramatic landscape or shrines in the world but it is quite beautiful as is the lake and going to the Holy Land it is part of the story and worth it in itself. With Petra or the Temple of Hatshepsut then you won't be missing out and along with the Grand Canyon down from the Dead Sea to Petra it's probably the nicest landscape you'll be seeing on the trip.
Haifa is not an attractive town and its gardens whilst impressive in their own way is more about the view of the Med in truth than well manicured lawns like some nouveau riche American college to educate Stepford Wives and MBA bores! Akko is nothing massively special in my view. Interesting but ...
BTW in Egypt, I recommend the Temple of Edfu as the most impressive even if not the biggest. More intact than even those at Luxor and Karnak - and a good comparison having seen them - and worth the added time on the schedule. Can be rather overwhelming if you coincide with a Russian coach trip as I did but nonetheless.
