Iranian Visa in Herat

Does anyone know if it possible to get a visa for Iran in Herat, and in case how long the process takes?

As far as I know there is a consulate in Herat. The address is Velayat Ave., Heart, Afghanistan.
If you are a non-American national and apply for your visa via a tourist agency in Iran, it takes around 10 days to get your VAT number.
