Government Set Hotel Rates?

Hello, I followed LP advice and recently emailed a small hotel for a rate quote. I asked if they could give us a winter discount (we head to Syria next week). The owner replied by saying "this rate from gavrmeant" and a lower rate could not be given. Is this true, does the government set hotel rates, or is the owner just giving me a line???

Any thoughts??
