Does Israel shut down between this period 22-29 Dec Chanukah (Festival of Lights)? Or are you still able to get around, are shops, resturants, buses still open/working?

No, everything carries on pretty much as usual. Remember saturday most stuff is closed usually anyway

#1 is correct. It is "business as usual" during the entire holiday - buses, stores, government offices, etc., are open and running as usual. The only difference is that the week of Chanukah is a school holiday.
