I'm heading to Syria and i'm wondering if Tartus and the tiny island Arwad are word seeing?
Or is Lattakia a better choice?

well .... It depends on what do you expect to find there. the sea tourism is not that much attractive in Syria ... Arwad island is nice and worthy to be visited , it has an old citadel used to be a jain during the French mandate of Syria ...
you might like the countryside beside the sea more than the beach itself ..
Tartus or Lattakia are not that much recomended ..

There are few traditional sights to see in either city, although if you want to do some day tripping, Lattakia is quite close to Saladin's Castle and Ugarit, and Tartous is quite close to Krak des Chevalier and Qalat Marqab. Tartous/Arwad have a few interesting crusader remnants, but horrible beaches; whereas Lattakia has some OK beaches but nothing much of historical interest.
I once spent three nights in Tartous and actually really, really liked it. Tartoussis are extremely friendly, and I spent most of my time there just hanging out in cafes and talking to locals. Few western tourists make it to Tartous, so you'll be something of a novelty, and plenty of people will take the time to stop and talk to you. Latakkia and Tartous are both much more liberal and outward looking than all the inland Syrian cities - it's relatively uncommon to see women in headscarves in either place. I guess if you like Syria for its people, then you'd have a great time in either city - just don't go to either expecting to see the fantastic architecture and abundance of historical monuments that you get in places like Damascus or Aleppo.
