Hi:

I, m now at Damascus, and planning to go to Lebanon just to see Baalbek and from there to Jordan via Syria. What do you do to get a provisional visa instead of a normal visa ?Is it like the normal visa ?.Thanks in advance.

I've never heard of a provisional visa. Are you sure you don't mean "transit visa" ?

just go to the border and get the visa. No problem. 48 hours is free and 15 days is around $20... Baalbek is badass, btw...

To go to Baalbeck take a shared taxi from Somarie terminal,taxi driver will assist you getting visa on border.
When you return to Syria ask the border crossing in Syria for a transit cos you want to go to Jordan?.Transit visa can be free sometimes but it is much cheaper than the single entry tourist 14 days visa
.From same garage/terminal of Somarie take a shared taxi to Amman Hope this answers your unclear questions.
