I was just told that the rules for Americans attempting to get visas at the border recently changed and now it's no longer possible for Americans to recieve visas at the border. Does anyone know if this true? I don't want to go all the way out to the Jordanian border with Syria and be turned away. Thanks!

It is true. Don't bother schlepping all the way out there.

To elaborate, Syria has required visas in advance from US citizens for several years. However, the border customs agents were rather lenient about it until early this year or late last year, when they cracked down and now no longer allow that rule to be broken.
