I just went to the Syrian embassy this week with the same question. To get there, just take the metro to Dokki. There's a map in the Lonely Planet guide to Egypt that has the embassy marked. I'm not sure if you'll get a visa if you're in Egypt on a tourist visa. I'm American and they told me I needed a letter from the school I work at in Egypt and would have to pay 800 Egyptian pounds (about $130) and that it would take a month. My friend who went with me is British, was told she could get it within one business day for $300 pounds. Personally I'm going to try my luck at the Lebanese border.
