barumba yes you need to stay at hotel to qualify for the shared tours they offer.this is the policy of hotels.
If I know of hotel that can arrange for shared tours for non residence/guests I will let you know.

I just returned from Jordan and used a private driver that I met through the Amman Pasha Hotel. His name is Richard and he did and outstanding job and was extremely reliable and knowledgeable. His phone number is 0795823994. Have a great time.
