You cannot take an Israeli rental car into Jericho.

The search function is temporarily out of action, but I seem to remember that only a couple of days ago someone posted that it's no problem to drive an Israeli car as far in the direction of Jericho as you can, in other words to where you get stopped, and to take public transport from there.

Someone (possibly the same person) posted that a car rented from an (Arab) east Jerusalem company can be taken into Jericho.

Hey,

I'm flying to Israel next Friday with quite similar plan (renting a car & driving around). Anyway, I asked my friend from Israel about going to West Bank and according to her it's much better to go there with an organized group. The question about going to West Bank by car (with Israeli license plate) made her laugh - probably not the best idea. When I was looking for a hotel in Jerusalem I noticed that in some of them you can book a tour to Betlehem so I suppose it will be same with Jericho.

Non-Israeli tourists can enter Bethlehem and Jericho on tour buses. Obviously the tour company will use buses that comply with the regulations!

It is very easy to get from Jerusalem to Bethlehem by public transport. I am Israeli so I can't do it myself, but I know tourists who have done it and there have been heaps of posts here saying how easy it is. The buses go from the Damascus Gate. There is also public transport to Jericho from the Damascus Gate.

As a clarification, you can drive an Israeli car in the West Bank in the areas that are not part of the Palestinian Authority - that is the cities: Bethlehem, Ramallah, Jenin, Nablus, Jericho, Tulkarm (this list is not necessarily complete). You are allowed to drive an Israeli car through the part of the West Bank between Jerusalem and Ein Gedi (Road 90, and also Road 90 going north to Beit She'an).
