Most parts of Israel are easily accessed by bus or train.

There is frequent bus service from Tel-Aviv to Tiberius. The Golan is very sparsely populated and in general the bus service is not the best for touring.

You haven't said when you're planning on visiting Israel. If it's in April, read FAQ 51 to see how the Passover holiday could affect your trip.

As said, to get from Tel Aviv to Tiberias would be easy by bus.
To get to a specific place in the Golan would also be possible, from Tiberias and/or from Kiryat Shmona. But the bus will drop you off in a town or village in the Golan, it would not be a sightseeing tour. If you want to tour the area the best would be to either rent a car or get an organized day tour.
