Depends on how you get there. I went on bus #21 from the Arab bus station (near Damascus Gate) last week. The big plus of this bus is that it doesn't stop at a checkpoint - rare for this bus to be stopped at all entering the West Bank. Last stop is in the outskirts of Bethlehem (Beit Jala, I think) so then it's a cheap cab fare to the center of Bethlehem.
Of course, it stops at the checkpoint on the way back to Jerusalem. I was the only foreigner on the bus. The border guards looked at the outside of my passport, then didn't even bother opening it to look inside!
